Charlie Pavelec leads Shambaugh’s Purchasing Department and also serves as Vice President of National Purchasing for Shambaugh’s parent company, EMCOR Group, Inc. (NYSE:EME), a Fortune 500 company.

Since Procurement can influence overall safety through their purchasing decisions, Charlie and his staff are careful to evaluate and maintain frequent contact with our material suppliers and vendors. This helps ensure we are receiving high-quality, competitively-priced materials and equipment for our projects.

Through Charlie’s leadership, Shambaugh is committed to a Supplier Diversity Program to help increase the business opportunities at Shambaugh for certified minority businesses. Charlie has implemented a comprehensive program that helps us identify qualified XBE candidates and then continually evaluate the quality and benefit each of our vendors provides, creating a best-value, approved-vendor listing.

Expertise

Charlie’s construction industry experience started in 1990 when he began working in the electrical, industrial, and institutional sectors.

Initially gaining experience as an Estimator, Charlie progressed through various roles of increasing responsibility within Bell Electrical Contractors, in St. Louis, eventually serving as President of the organization. In 2011, Charlie joined Shambaugh as Vice President of the Electrical Design-Build and Technology group. He was promoted to Senior Vice President in 2012, and in 2018, to his current position as Vice President EMCOR National Purchasing.

Over the course of his career, Charlie has developed extensive expertise in an array of areas, including budget preparation, engineering, and project management. He has been involved in projects ranging from $50,000 to >$200,000,000 with applications as varied as lighting, power distribution, life safety, standby, low-voltage, CCTV, fiber optics, and control interfaces.

Charlie earned a Bachelor of Science degree in Electrical Engineering from Northwestern University's McCormick School of Engineering and Applied Science and a Master of Business Administration degree from Lindenwood University.

A Professional Engineer in 42 states, Charlie is also a member of the Design-Build Institute of America, Building Contractors Association of Northeast Indiana, and Indiana National Electrical Contractors Association.
